The EU Road transport sector faces several critical challenges in relation to the availability and functionality of SSPAs. These criticalities affect not only the security, safety and well-being of drivers but also the efficiency of logistics chains and overall road safety.

Recognising these issues, the European Commission has taken steps to define and implement common standards for SSPAs. Regulation 2020/1054 mandates a report on the availability of suitable rest facilities and the development of certified SSPAs, laying the groundwork for improving parking infrastructure. Complementing this, Delegated Regulation 2022/1012 establishes service and security standards, introducing a four-tier certification system (Bronze, Silver, Gold, Platinum) to ensure high-quality facilities.

However, despite these regulatory efforts, a significant shortage of SSPAs persists, impacting driver safety and logistics efficiency. As road freight transport continues to grow, expanding and upgrading parking infrastructure is essential. A new EU study was needed to reassess the situation, identify gaps, and explore policy actions to improve parking conditions across Europe.

The new EU study (MOVE/C1/SER/2023/138) started in January 2024 and finalised in January 2025, assesses the availability, suitability, and security levels of rest and parking facilities while identifying demand-supply gaps across the EU road network. It also explores potential upgrades and certification processes for SSPAs, alongside strategic recommendations for infrastructure improvements and policy actions. With a shortfall of over 390,000 parking spaces—set to rise to 483,000 by 2040—truck drivers face challenges in finding safe, certified rest areas.

The results of this study are based on a comprehensive analysis of Safe and Secure Parking Areas (SSPAs) across the EU, with a specific focus on:

  • Geographic Scope: The study covers the entire EU, with particular attention to the TEN-T land corridors, key transport hubs, and logistical hotspots;
  • Target Group: It focuses on professional drivers, including long-haul truck drivers, coach drivers, and commercial vehicle operators who require secure rest facilities;
  • Regulatory Framework: The study adheres to EU standards and regulations, including Commission Delegated Regulation (EU) 2022/1012, which sets the security and service requirements for SSPAs;
  • Sector Considerations: While SSPAs apply to both freight and passenger transport, the study highlights key differences in working and driving schedules, which affect the need for secure parking facilities.

The report highlights key factors shaping the sector, from regulatory changes and security risks to sustainability goals and driver well-being. The report is structured into six chapters covering sector challenges, current SSPA status, demand-supply gaps, best practices, and strategic recommendations for 2040.
Within the strategic recommendations, the report outlines actions such as expanding SSPAs, standardizing security certifications, and fostering public-private investments to improve Europe’s road transport network for a safer, more efficient future.
